ITP (Impuesto sobre Transmisiones Patrimoniales) is the tax you pay on a resale home. It is set by each autonomous community, which is why the same purchase can cost tens of thousands more or less depending on which side of a regional border it sits.

Since 2022 the tax base is the higher of the declared price and the cadastral reference value. If the reference value is above your price, you are taxed on the reference value. Your lawyer can check it before you sign, and it can be appealed — but not comfortably, after the fact.
A new build pays 10% IVA plus AJD stamp duty of roughly 0.75%–1.5% depending on region, instead of ITP. In a low-ITP region like Madrid that makes a new build noticeably more expensive in tax; in Catalunya or the Balearics it can be the other way round.
Budget 10–15% on top of the price in total. Beyond the transfer tax that means the notary (€600–€1,200, set by state tariff), the Land Registry (€400–€1,000+), and an independent lawyer at around 1% plus 21% IVA.
